I'm pretty sure I'm missing a few as well, but those are the big ones that I'm aware know of.

There are a whopping 4 shmups, count 'em, FOUR, on the Gamecube: Ikaruga, Chaos Field Expanded, Shikigami No Shiro 2 and Star Soldier (oddly enough, 3 are NAOMI ports).
Ikaruga has already been released here (no, it's not up to snuff with the DC port, but it's a fair conversion).
Shikigami No Shiro 2's US publishing rights are still held by XS Games, who originally were planning to release the GC and X-Box versions along-side the PS2 rev. For some reason, they chose to release only the PS2 version in the end.
Chaos Field Expanded has now been picked up by O~3. It's a decent enough game and a fairly competent port from the NAOMI/DC.
Star Soldier is the only one that nobody has looked at yet... and it's a budget title in Japan. There are worse ways to spend 2000 Yen, true. But this doesn't quite rate next to the other three.
So as you can see, O~3 didn't have a whole lot of choice in the matter of what to port.
Now, if you meant, why don't they localize some of the PS2 shmups that are available in Japan, well, ask XS Games.
XS Games originally were going to obtain the rights to localize both Dodonpachi: Daioujou and Psyvariar 2: The Will to Fabricate, but SCEA didn't give them the green-light. This has happened before. O~3 already knew what a pain SCEA were to deal with (we can only guess as what they had to go through in order to get the PS2 publishing rights for Alien Hominid), so they went to Nintendo's camp. And honestly, the US GC could use another shmup. Perhaps they'll try talking to Microsoft next, although, there isn't much on the Japanese X-Box to port either.
The problem here is definitely SCEA's archaic allowances of 2D-based software.

Yes, I'm sure that 2-D enthusiasts will be grateful for such a port, and it is nice that someone had the idea of actually bringing something different out for the Gamecube. On the other hand, I would think that these enthusiasts have more than just a Gamecube, and different doesn't always mean good.
